Richard (Dick) Corfe is the President
and Chief Executive Officer of
The St. Lawrence Seaway Management
Corporation, which came into existence on October 1, 1998.

Richard Corfe has served as President and CEO of The St. Lawrence Seaway Management Corporation since April 1, 2003.  Previous to this appointment, he held various executive positions with the Seaway over a period of some 20 years, making a substantial contribution to the waterway’s safety and reliability, and modernizing its infrastructure management process. www.At the outset of his tenure as CEO, Mr. Corfe spearheaded the Hwy H2O marketing campaign, seeking to improve the business and public sectors’ perception of the Seaway.  Over the course of the last four years, the campaign has brought about a coalition of 41 partners, spread across a diverse group of stakeholders, which include ports, carriers and other members of the logistics industry.  Working together, the partners are raising awareness of the Seaway’s untapped potential, in an age where energy efficiency and a low carbon footprint are critical aspects to cargo transport.

Technological innovation has also advanced markedly under his leadership.  From efforts to optimize vessel draft, utilizing satellite navigation and 3D imaging of the channel floor, to the development of self-spotting and hands free mooring technologies, the Seaway is steadily advancing in its quest to further refine the system’s dependability and productivity. 

The recent conclusion of a five-year agreement with the Government of Canada provides an excellent platform for future growth.  Various incentive programs, combined with a three year freeze on toll rates, speak volumes of Richard Corfe’s vision for a Seaway that is ready to take on a broader role within the transportation sector, with sustainability as the defining characteristic of the system’s future potential.

Collister Johnson, Jr.
was sworn in by U.S. Secretary of Transportation Mary Peters on October 7, 2006 as the ninth Administrator of the Saint Lawrence Seaway Development Corporation following his nomination by President Bush and confirmation by the U.S. Senate.

Mr. Johnson brings to the position three decades of experience in the transportation industry working diverse marine, rail, and aviation issues that focused on capital investment, R&D, and strategic planning.  An attorney, he has served as a senior consultant at Mercer Management Consulting, Inc. in Washington, on the Board of Directors of the Overseas Private Investment Corporation, as chief executive officer of FastShip Atlantic, Inc., and chairman of the Virginia Port Authority, the Commonwealth’s largest economic development agency.

He leads the federal government corporation responsible for maintaining and operating the two U.S. Seaway locks located in Massena, N.Y., and vessel traffic control in areas of the St. Lawrence River and Lake Ontario, in collaboration with its Canadian partner, the St. Lawrence Seaway Management Corporation.  The Development Corporation is responsible for providing safe, efficient, reliable marine services on this critical binational waterway and marketing the Great Lakes St. Lawrence Seaway System.

is honored to have his underwater imagery considered to be among the best by editors, peers and colleagues the world over.  He has photographed over 60 stories for the National Geographic Magazine where he is currently a Contributing Photographer-in-Residence. David has documented our changing underwater world since his first assignment with the Geographic in 1971. In addition to the Geographic, David’s work continues to appear in countless publications worldwide and he is a contributing editor and feature columnists for the Behind the Shot in Sport Diver Magazine (US) and Seascapes and Dive Magazine (UK).

Born in New York City in 1946, David began shooting underwater at the age of 12 using a Brownie Hawkeye camera in an improvised housing - a rubber anesthesiologist’s bag from his father’s hospital. His teen years found him submerged off the New Jersey coast and in the Caribbean waters surrounding tiny Small Hope Bay, Bahamas. He built a passion for the sea and everything in it. David graduated from Boston University in 1970.

David’s challenge to himself is to redefine photographic boundaries each time he enters the water. His passion is the undersea majesty of light and how to capture it. Completely at home on a coral reef, a World War II wreck, a deep dark fjord or among the great giants in our sea, David has relentlessly pursued the many hidden layers of coral reefs around the globe. His cold water work has immersed him in the rich waters of New Zealand, Tasmania, Scotland, Japan, the Northwest Atlantic and Northeast Pacific. Recent photographic journeys have taken him into some of the largest freshwater systems on our planet such as the great Okavango Delta system in Botswana and the St. Lawrence River.
